The Les D. Reagin III Chair of Strategic Management
The Les D. Reagin III Chair of Strategic Management was created on December 11, 2009 to honor and memorialize the long time Chairman of its Board of Trustees.

MISSION
To effectively and efficiently provide worthy students with foundation upon which to build successful careers and productive lives.
This will be achieved by:
1. Instilling into students the culture of learning
2. Supporting students to identify career options
3. Building strong relationships between students, faculty and the rest of WIU community
4. Organize seminars by inviting speakers to talk on key management issues
5. Developing and promoting leadership and personnel development skills
6. Foster relationship with other departments
7. Providing research
WHO IS LES D. REAGIN
Les D. Reagin joined the University’s Board in 1979 and assumed its Chairmanship in 1995. Reagin retired from the Board in 2009, but remained an active strategic advisor to the University’s President. During his thirty years of Board service, Reagin worked with five presidents. Reagin joined Eckerd Drugs, while still in high school, in 1961, was appointed a vice president in 1971, became senior vice president in 1973, and, in 1980, at the age of 36, was appointed executive vice president. He retired from Eckerd in 1992. Reagin was owner of L. D. R. Group, Inc., an investment management company. In addition to Webber’s Board, Reagin had served on the Boards of Career Options, Inc., Abilities of Florida, Inc., the Florida Chamber Foundation, Morton Plant Mease Foundation, the Florida Chamber of Commerce, the Board of Overseers for the Southern College of Pharmaceutical Sciences, the Pinellas Private Industry Council, and the National Association of Chain Drug Stores.

Dr. Fred Fening
Dr. Fening holds an MBA (business finance) from the University of Hull, UK. He has a Doctorate in Business Administration (international business) and an advanced professional graduate certificate in Management which is a doctoral level certificate. He is an associate member of the Institute of Cost and Executive Accountants, UK. Dr. Fening is a Fellow of the Institute of Professional Financial Managers in the UK, and an associate member of the Institute of Management, UK. He is also a Certified Professional Consultant from the American Consultants league. |

He worked as a senior management consultant with Deloitte & Touche (one of the “big four” accounting and management consulting firms in the world) for five years. At Deloitte, Fred worked on a number of process improvement and business transformation (reengineering) projects and assignments. Fred also worked with the Ministry of Education and the National Commission on Culture in Ghana as a budget officer. Dr. Fening is a senior member of the American Society of Quality (ASQ). He has certifications in Total Quality Management, Kaizen (continuous improvement), and Six Sigma. He has set up a quality club at the university which will serve as an ASQ student chapter. Dr. Fening is also a member of the Academy of International Business. Dr Fening teaches principles of management, human resource management, business ethics, policy and strategy, introduction to business, and a graduate course in research methods. His areas of research interest are quality management, international business, human resource management, and strategic management.
